Core requirement: What is “Double lockout tagout”?
“Dual lockout tagout” is an upgraded requirement based on the standard lockout tagout procedure. Its core lies in implementing dual independent energy isolation and warning:
The first level: Personal locks of the workers.
The person who actually enters the confined space or performs hot work should lock it in person to ensure their personal responsibility and control over their own safety.
The second layer: The supervision lock of the guardian or supervisor.
The on-site full-time safety supervisor, operation supervisor or team leader shall lock it and perform the duties of supervision and verification. Both locks must be present simultaneously for the operation to proceed.
Key points of the operation process:
Comprehensive identification and isolation of energy sources: It is not only necessary to isolate the main power supply, but also to identify and isolate all potential and associated energy sources, such as hydraulic, pneumatic, chemical pipelines, gravitational potential energy, thermal energy, etc.
The independence and coexistence of locks: Personal locks and supervision locks must be simultaneously locked on energy isolation devices, or multi-person lock boxes can be used – all personal locks and supervision locks are locked on the boxes, the keys are stored inside the boxes, and the box lock keys are controlled by the on-site supervisor.
Zero-energy verification: After locking, the operator and the supervisor must jointly use dedicated detection equipment to conduct “zero-energy state” tests (such as pressure measurement, temperature measurement, gas detection, trial start-up, etc.), and record the verification results.
Strict unlocking procedures: After the operation is completed and all personnel have evacuated, each person who has locked the lock must unlock it in sequence. Neither party may release the lock of the other party before all personnel have been completely evacuated or the safety status of the equipment has been confirmed.
