In recent years, with the successive launch of special safety production rectification campaigns in various regions, the implementation of regulations prohibiting the sale of labels has become a key focus of supervision in high-risk industries such as mechanical manufacturing, chemical engineering, coal mining, and power. As a mandatory safety measure to prevent accidental activation of equipment during maintenance and repair, the thorough implementation of the LOTO regulations is not only a legal requirement for enterprises but also a fundamental guarantee for ensuring the safety of employees’ lives. Relevant data shows that the equipment maintenance accident rate of enterprises that strictly implement the LOTO regulations is over 95% lower than that of enterprises that are perfunctory, fully demonstrating that “implementing regulations in place is equivalent to holding the ‘life-saving key’”.
Policy guidance: Regulatory implementation compels enterprises to tighten the “safety string”
In response to the frequent occurrence of safety accidents caused by non-compliance with the LOTO regulations, the Ministry of Emergency Management recently issued a special notice, clearly requiring all industrial enterprises to take the implementation of the LOTO regulations as a key task in safety management. The notice emphasizes that enterprises must formulate LOTO operation procedures for equipment, complete the configuration of tools such as dedicated locks and warning labels, and incorporate LOTO operation training into the daily management of employees. Meanwhile, emergency management departments in various regions have intensified law enforcement and inspection efforts, with a focus on cracking down on phenomena such as “paper-based production”, “false lock and empty bids”, and “unqualified training”.
During a recent special inspection in Jiangsu Province, law enforcement officers found that among the 12 randomly inspected machinery factories, 3 had problems such as incomplete LOTO operation records, unqualified warning labels, and insufficient training of maintenance personnel. For this reason, the inspection team ordered the enterprises to rectify within a prescribed time limit and imposed administrative penalties on two enterprises that seriously violated regulations. The implementation of the LOTO regulations is not an optional matter but a mandatory one. “We will establish a long-term supervision mechanism to ensure that every aspect of LOTO is implemented,” said a person in charge of the local emergency management bureau.
