How many safety padlock colors should a factory use?

Entering the equipment maintenance area of any modern factory, you might notice a unique “landscape” – the safety locks are not uniformly silver-gray, but are instead vividly colored in red, yellow, blue, green, and orange on the lock management station. This is not for aesthetics, but rather a sophisticated visual security language system.

But the question arises: How many colors of safety locks should a factory use? Is it better to use as many as possible, or just enough? Three, five, ten – which number is “just right”?

This seemingly simple numerical problem involves multiple dimensions such as OSHA regulations, industry best practices, human factors engineering, color blindness adaptability design, and the complexity of factory operations.

OSHA’s “Paradox”: Neither specifying colors nor requiring “standardization”
The “blank space” of the regulations
The Occupational Safety and Health Administration (OSHA) in 29 CFR 1910.147(c)(5)(iii) standard sets five core requirements for locking devices: durability, robustness, standardization, identifiability, and safety-specific. The key is the third one – “standardization”. OSHA requires that locking devices must be differentiated through color, shape, or size, but it does not specify which colors should be used or how many colors must be used.

This is a deliberate design: OSHA recognizes that the operational complexity of different factories varies greatly, and a one-size-fits-all rule may backfire. A small mechanical factory with only 10 maintenance workers and a large chemical factory with 500 cross-functional technicians have completely different requirements for color coding.

This four-color system is recommended by OSHA for labels and signs, not a mandatory requirement for the safety locks themselves. However, since locks and labels are often used together in the LOTO procedure, these four colors naturally become the basic framework of industry color coding.

The core question: How many colors to use?

According to customer surveys and industry practice data from multiple safety lock manufacturers:

1-2 small factories, 3-4 medium-sized factories, 5-7 large medium-sized factories, 8-10 large/complex factories

“Too few” risks
Using 1-2 colors of locks in factories faces the following risks:

Risk one: Unable to quickly identify the responsible person when multiple workers lock the same equipment at the same time. When 5 workers lock the same equipment simultaneously, if all their locks are red, it will be impossible to quickly determine whose lock is still in place – and “who hasn’t unlocked yet” is precisely the core information of LOTO safety.

Risk two: Confusion between contractors and internal staff. Contractors using the same color locks as internal employees leads to confusion on the site about “who is working inside”. Once the contractor completes the work and leaves but forgets to remove the lock, internal staff may wait mistakenly thinking it is their colleague’s lock – causing delays in equipment restoration.

Risk three: Confusion between safety locks and toolbox locks. If the safety lock is silver-gray (the same color as the ordinary toolbox lock), workers may mistakenly grab the wrong lock in a hurry – using the toolbox lock at the LOTO isolation point, which completely fails to meet the physical protection capability.

“Too many” risks
Using more than 8-10 colors of locks also poses problems:

Risk one: Cognitive overload. The human working memory capacity is approximately 7 ± 2 information units. When the number of color types exceeds 7, workers are prone to color identification errors in high-pressure environments (such as emergency repairs, fatigue during night shifts) – mistaking purple for blue, or orange for yellow.

Risk two: Difficulty in inventory management. Each color requires a certain number of lock sets to be stored. The 10 colors represent 10 inventory lines. Some colors may remain idle for a long time while others are frequently out of stock – workers may “grab whatever is available” when in urgent need, thereby disrupting the color system.

Risk 3: Training Costs Surge The more color varieties there are, the more complex the training content becomes, and the longer it takes for new employees to get up to speed.
