In America .It was in the year 1989.OSHA Introduced Standard 29CFR1910.147 as The Control of Hazardous Energy in order to establish Lockout/Tagout compliance requirements for general industries.Lockout/Tagout is basically known as the process of controlling hazardous energy during the service and maintenance of machinery and equipment.

Affected Employee-An employee whose job requires him /her to operate equipment on which maintenance is being performed under lockout or tagout ,or whose job requires him/her to work in an area in which such servicing or maintenance performed.

Authorized Employee-An employee who locks out or tags out equipment in order to perform service or maintenance on that equipment.

Energy Isolating Device-A mechanical device that physically prevents the transmission or release of energy.

Lockout (tagout)-The placement of a Lockout (Tagout)device on an energy isolation device,in accordance with an established procedure,ensures that the energy isolating device and the equipment it controls cannot be operated until the Lockout(Tagout)device is removed.
